Financing Thresholds & Instrument

Projects are eligible between the floor of €50,000 and the ceiling of €5,000,000.
The following approval thresholds apply:

• The AWF Director approves all grants up to €500,000.
• The AfDB President approves all grants between € 501,000 and € 2,000,000.
• The AfDB Board of Directors approves all grants above € 2,000,000 on lapse-of-time basis.

The project approval responsibilities and limits are currently under review.

The funds provided to eligible recipients shall be treated as non-reimbursable grants.

In the future, appropriate amendments may be made to the Instrument by the Governing Council and the Board with regards to the introduction of loans and appropriate repayment terms.

The Facility follows the Result Based Management approach, and hence programmes and projects have to be designed, implemented and monitored within the framework of this method.

The Facility requires that statements of expenditure and supporting documents are being reviewed and certified by an independent auditor at predetermined intervals to ensure that funds have been utilized in line with the grant agreement.

The Facility’s operations are monitored through submission of quarterly progress.
