PERISA-GB Appraisal Mission: Strengthening Urban Sanitation in Bangui

Appraisal Missions

A delegation from the African Development Bank and African Water Facility recently conducted an appraisal mission in the Central African Republic from March 10 to 14, 2025, for Projet d'étude et de renforcement des infrastructures et services d'assainissement du Grand Bangui (PERISA-GB). The project aims to significantly improve sanitation, waste management, and climate resilience in Bangui, ensuring a healthier and more sustainable urban environment for its residents.

During consultations with key stakeholders, the team observed that Bangui faces severe sanitation and solid waste management challenges exacerbated by weak governance structures and lack of a financing mechanism. While Bangui has two small faecal sludge treatment plants, they do not serve the broader population. Additionally, stormwater drainage systems are poorly maintained, leading to frequent flooding. 

The team met with representatives from the Ministry of Energy & Hydraulics, the Municipality of Bangui, the Ministry of Urban Development, the Directorate General of Civil Protection, private sector players, and Non-Governmental Organisations. The discussions underscored the need for stronger governance frameworks and financial sustainability for sanitation projects, as well as the urgent need for a master plan, sector policies, and regulatory framework to guide solid waste and sanitation management.

The team also conducted field visits, including an inspection of the Kolongo solid waste landfill, which is nearing capacity. With only two years of operational life remaining, stakeholders stressed the urgency of identifying a new landfill site and structuring a Public-Private Partnership agreement to manage it efficiently. 

Moving forward, discussions with development partners and private investors will commence to secure funding for downstream investments. The appraisal report for the project is expected to be completed by September 2025, with a project launch targeted for November 2025.
